 PT TELKOM, the single wire-line telecommunication operator in Indonesia, started its Wireless Local Loop (WLL) business all over the country as a brand name of Telkom Flexi. Telkom Flexi initially deployed CDMA 2000 1X systems and implemented various supplementary functions to provide mobile telecommunication services.
WLL service originally cannot support roaming to other area, but Telkom Flexi provides Multiple Directory Number (MDN) function which enables WLL core system to manage the called numbers so that the subscribers can use roaming service.
Telkom Flexi is now serving approximately 4 million subscribers and about 90 % of them are Pre-Paid Service (PPS) subscribers. To control and manage theses PPS subscribers and provide differentiated services to them, Telkom Flexi deployed Intelligent Network (IN) platforms. In addition, Telkom Flexi provides MDN for roaming and various wireless data services such as SMSC and WAP in order to provide mobile telecommunication service. |

Telkom Flexi, previously was operating other vendor's Intelligent Network (IN) platform which accommodated about 700,000 PPS subscribers and was not able to accept additional subscribers because of the limited system capacity. Even in consideration of system expansion, Telkom Flexi was not able to allow registration of new subscribers during at least 3 months required for the service launch.
Besides the capacity matter, the existing system had other problems: frequent system down, system overload, failure in implementing Telkom Flexi¡¯s requirement within due date, and others. Above all, the system could not support various PPS charging plans which Telkom Flexi really wanted.
That is, the newly deployed system should use hardware of the existing system, support large capacity, various charging plans and successive service expansion; and meeting all those requirements, the supplier should open the service within two months. |

UANGEL is a veteran supplier of IN with rich references in Korea, Vietnam, Taiwan and Mongolia; based on its specialized experiences and know-how, UANGEL carefully established a plan to settle the issues.
First of all, UANGEL could handle the issues with its unparalleled technologies: the core engine middleware which is not dependent on hardware, proprietary technique to implement telecommunication network protocol, and Main Memory Database (MMDB) for higher speed data processing. In addition, UANGEL repeated the process of ¡®list-up -> check -> modify -> feedback to list¡¯ again and again, in order to verify the service functions which may not be known or considered.
UANGEL also removed tables not related to the service while carrying out the preliminaries and simulations for database migration, and this resulted in the enhanced system performance. The system migration could be easily done through the technical supports from the engineers of Samsung Electronics, HP Korea and Telkom Flexi.
UANGEL dispatched several experts on development and management to develop the service supporting various charging plans required by Telkom Flexi.
IN service needs to be characteristically customized to meet the customer¡¯s various requirements. So, UANGEL exerted every effort to completely implement the service satisfying Telkom Flexi¡¯s needs, within a short period of time. UANGEL also designed the system to be expanded easily in the future, in consideration of system flexibility and scalability. |

With its enhanced technology and continuous effort, UANGEL successfully opened the IN service in only two months. UANGEL did its best to fulfill the customer¡¯s needs which changed from time to time. Telkom Flexi has been providing quality PPS to their subscribers through UANGEL¡¯s advanced IN system and also supporting various charging plans. Since UANGEL completely customized the services and functions as Telkom Flexi wanted, the subscribers are now getting variety of good quality services stably.
Even after the service launch, UANGEL has been closely cooperating with Telkom Flexi by dispatching a specialized project manager who currently resides in the local site to accept the customer¡¯s needs constructively and communicate with the customer in real time. Furthermore, UANGEL is making an effort to offer more valuable services which can generate new revenues for Telkom Flexi. |
